Ultramarine was founded on over 20 years of marine construction experience and a straightforward mission: build resilient waterfront solutions that meet the demands of nature and the desires of the community. We partner with engineers, homeowners, HOAs, property managers, developers, municipalities, and commercial operators across the state, bringing the same level of care and craftsmanship to every project, regardless of size or scope. From seawall construction and repair to docks, boat lifts, and dredging, our team self-performs the full scope of waterfront construction and repair projects with an owned fleet of marine equipment, so our clients do not have to coordinate between multiple contractors.

Our Leadership Team
Jolene Miller serves as Executive Vice President of Ultramarine Solutions, where she oversees operations and culture across the organization. She works closely with office leadership on a weekly basis and conducts site visits to stay connected with the field teams.
Jolene earned an Associate of Arts in General Education and an Associate of Science in Cardiovascular Technology from Santa Fe College. She spent twelve years in the medical field, performing echocardiograms and carotid ultrasounds from 2001 to 2012 before transitioning into the construction industry alongside her husband, Matthew.
She served as Vice President of RamJack Foundation Solutions from 2011 to 2022, helping grow the business to more than 66 employees. Her operational experience proved pivotal when Ultramarine Solutions was founded, where she established the systems and culture that supported the company's growth to more than 95 employees by 2025.
Outside of work, Jolene is an avid percussionist who performs in local music ensembles. She spends much of her free time on the water with family and friends.
Brock Davidson serves as Vice President of Operations at Ultramarine Solutions, where he oversees field operations across all company locations.
Brock earned his degree from Florida State University. He began his construction career at eighteen with an underground civil contractor, where his equipment-operating skills and ability to read blueprints earned him a promotion to Foreman within his first year. Following the 2008 recession, Brock returned to school to complete his education, then joined a large concrete contractor in Atlanta as a superintendent. In that role, he managed multimillion-dollar commercial projects and gained direct experience executing the most demanding builds at scale.
Brock joined Matthew Miller's team in 2013 and today holds a minority equity stake in Ultramarine Solutions. He brings a rare combination of equipment-level operational depth and large-project management discipline to every job site he oversees.
Brandon Davidson serves as Vice President of Project Development at Ultramarine Solutions, where he leads the company's project managers and estimators.
Brandon began his professional career in the U.S. Army, serving five years as an Airborne Infantry Soldier. He then earned his degree from Florida State University on the GI Bill and joined a large concrete contractor in Atlanta as a Project Manager, the same firm where his brother Brock was working. In that role, he developed his expertise in estimating and managing large-scale construction projects, including work on the Mercedes-Benz Stadium, home of the Atlanta Falcons.
Brandon joined the company in 2014, advancing from junior consultant through project management to his current role overseeing the sales and estimating organization. He holds a minority equity stake in Ultramarine Solutions. Brandon brings a disciplined process, accurate estimating, and a service-oriented approach to client relationships that has made him a trusted partner for engineers, contractors, and property owners across Florida.
Matthew Miller serves as Chief Executive Officer of Ultramarine Solutions, where he leads the company's strategic direction, growth, and operations across Florida's coastal construction and waterfront protection markets.
A licensed Florida contractor with three decades of experience in the construction and marine industries, Matthew holds three active state certifications: Residential Contractor (CRC1327652), Building Contractor (CBC1265946), and Specialty Marine Contractor (SCC131154310). He earned an Associate of Science and an Associate of Arts from Santa Fe Community College in 1997.
Matthew began his construction career at fourteen, working alongside his father on custom homes throughout Florida. He founded Southern Heritage Homebuilders in the early 2000s, then launched RamJack Foundation Solutions in 2010, growing it to 60 employees before introducing a marine division in 2014. He established Ultramarine Solutions to expand into waterfront construction and sold RamJack to focus exclusively on Ultramarine Solutions, which has grown to more than 160 employees in 2025.
A Cedar Key native, Matthew has been on the water his entire life. He and his wife, Jolene, who serves as Executive Vice President, are avid boaters who spend their free time exploring Florida's waterways and the Bahamas.
Erik Sjostrom, CPA, is an accounting and finance leader with nearly 20 years of experience helping businesses build scalable financial operations and achieve strategic growth. He combines deep technical accounting expertise with a practical, results-oriented approach, partnering with leadership teams to improve operational efficiency and enhance financial visibility.
Erik spent the first decade of his career in public accounting as an auditor before transitioning to the private sector, where he has led accounting functions, streamlined financial processes, strengthened internal controls, and supported business expansion through acquisitions.
At Ultramarine Solutions, Erik has been instrumental in creating the infrastructure needed to support long term growth and value creation.
Carlos Torres, MBA, PHR, is a Human Resources leader with over 15 years of experience helping businesses build scalable people operations and support strategic growth. As HR Director, Carlos partners with leadership to support workforce planning, employee relations, compliance, payroll, benefits, recruiting, and talent strategy across construction, marine, manufacturing, logistics, and industrial environments.
He has also supported business expansion through acquisitions, leading employee integrations, policy alignment, benefits transitions, and HR process improvements. Carlos combines strong HR expertise with a practical, hands on approach, helping build the people infrastructure needed to support long term growth.
